Mr. Turner is a Partner in Centre Law’s government contracts and labor and employment groups and runs a comprehensive practice focused on litigation, regulatory compliance, and enforcement defense involving federal contractors. With extensive experience representing clients before the U.S. Court of Federal Claims, the Armed Services Board of Contract Appeals (ASBCA), the Civilian Board of Contract Appeals (CBCA), the Small Business Administration (SBA) and the Government Accounting Office (GAO), Mr. Turner advises contractors of all sizes—from small, disadvantaged businesses to major defense, construction, and service firms—on navigating the full lifecycle of federal government contracting.

A substantial portion of Mr Turner’s practice is devoted to litigating claims under the Contract Disputes Act (CDA). He has successfully prosecuted and defended complex claims involving:

  • Constructive changes and equitable adjustments
  • Defective specifications and government-furnished property disputes
  • Contract terminations, including termination for default (T4D) and termination for convenience (T4C)
  • Pass-through claims and sponsorship disputes involving subcontractors under prime contracts
  • Debarment and CPARS Defense

Known for a meticulous and evidence-driven approach, Mr. Turner is regularly called upon to handle high-stakes disputes involving significant contract values, detailed technical records, and complicated factual and procedural histories. He frequently engages in alternative dispute resolution (ADR), including mediation and settlement negotiations, and is highly effective in both written and oral advocacy before judges and administrative boards.

In addition to litigation, Mr. Turner is a recognized authority on federal labor law compliance in the government contracts context. He routinely counsels and defend contractors subject to the:

  • McNamara-O’Hara Service Contract Act (SCA)
  • Davis-Bacon Act (DBA) and related prevailing wage requirements
  • Fair Labor Standards Act (FLSA)
  • Contract Work Hours and Safety Standards Act (CWHSSA)
  • Occupational Safety and Health Act (OSHA)
  • Mine Health and Safety Act
  • Non-compete, non-solicitation, and trade secret enforcement or defense
  • EEOC investigations and charge responses
  • Internal workplace investigations, policy development, and compliance audits

Mr. Turner assists clients in conducting proactive compliance reviews and responding to audits and enforcement actions initiated by the U.S. Department of Labor (DOL), including the Wage and Hour Division and OSHA. He represents clients in matters involving:

  • Wage and fringe benefit classifications
  • Area Wage Determination conformance and disputes
  • Back wage investigations, CBA enforcement, and DOL debarment proceedings
  • Collective bargaining agreement (CBA) application to federal contracts
  • Safety complaints and whistleblower retaliation claims under OSHA §11(c)
